Erasmus Mundus è un programma di mobilità e cooperazione nel settore dell'istruzione superiore. I suoi obiettivi principali sono promuovere l'istruzione superiore europea, contribuire ad ampliare e a migliorare le prospettive di carriera degli studenti e favorire la comprensione interculturale tramite la cooperazione con paesi terzi, per contribuire allo sviluppo sostenibile dell'istruzione superiore anche in tali paesi.

Il Programma Erasmus Mundus 2009 - 2013 (conosciuto anche come Erasmus Mundus II) è alla sua seconda fase di attività, che prosegue e amplia l'ambito delle attività già intraprese durante la prima fase (2004 - 2008). Il nuovo Programma ha anche incorporato le attività realizzate con la "External Cooperation Window" ("Finestra di cooperazione esterna"), lanciata nel 2006 in parallelo al programma originario.

Il Programma Erasmus Mundus viene realizzato attraverso tre linee di attività, denominate "azioni":

Azione 1: corsi congiunti di secondo ciclo (EMMC - Erasmus Mundus Master Course; Azione 1A) e corsi congiunti di dottorato (EMJD - Erasmus Mundus Joint Doctorate; Azione 1B); borse di studio/ricerca a studenti/candidati dottorali per la frequenza dei corsi master e dei dottorati; grant a docenti/ricercatori per la partecipazione alle attività didattiche dei corsi master;
Azione 2: progetti di sostegno alla mobilità individuale da/verso paesi terzi attraverso borse di studio e grant per studenti, candidati dottorali, ricercatori, docenti;
Azione 3: progetti per il sostegno a iniziative, studi, progetti, eventi e altre attività di natura transnazionale volti a migliorare l'attrattiva, il profilo, l'immagine e la visibilità dell'istruzione superiore europea nel mondo, oltre che la sua accessibilità.

Erasmus Mundus è rivolto a:

• studenti (europei e di paesi terzi) di corsi di primo e di secondo ciclo (azioni 1 e 2)
• università, istituzioni AFAM e altre istituzioni di istruzione superiore (azioni 1, 2 e 3)
• docenti e ricercatori (europei e di paesi terzi; azioni 1 e 2) e funzionari pubblici/privati o professionisti (azione 2)
• enti e altre istituzioni di ricerca (azioni 1B e 3), imprese e altri enti pubblici o privati (azione 1B)
• enti operanti nel settore dell'istruzione superiore (azione 3)

Il Programma Erasmus Mundus prevede bandi annuali (call for proposals) pubblicati dalla Commissione europea, attraverso i quali sono selezionati e finanziati i corsi (Azione 1A e 1B) e i progetti realizzati da consorzi di università e altre istituzioni di istruzione superiore europee e di paesi terzi (azioni 2 e 3). Una volta selezionati dal Programma, i consorzi Erasmus Mundus pubblicano periodicamente bandi attraverso i quali vengono selezionati sia gli studenti/candidati dottorali che frequenteranno i corsi master e di dottorato che hanno ricevuto il "marchio" del Programma (Azione 1A e 1B), sia gli studenti, i ricercatori e i docenti destinatari delle borse o grant per la mobilità individuale da/verso i paesi terzi (Azione 2).

L'EACEA - Education, Audiovisual and Culture Executive Agency (Agenzia esecutiva per l'istruzione, gli audiovisivi e la cultura) è responsabile dell'implementazione pratica delle attività previste dal Programma Erasmus Mundus. Per questo, pubblica le Call for Proposals (generalmente con scadenza generalmente in Aprile), conduce le selezioni dei corsi e dei progetti, assegna i finanziamenti, le borse di studio e i grant individuali, e svolge il monitoraggio delle attività realizzate dai singoli beneficiari.

Erasmus Mundus Programme

Erasmus Mundus 2009-2013 is a cooperation and mobility programme in the field of higher education for:

the enhancement of quality in European higher education;

the promotion of the European Union as a centre of excellence in learning around the world;

the promotion of intercultural understanding through coopera­tion with Third Countries as well as for the development of Third Countries in the field of higher education.

Erasmus Mundus 2009-2013 (Decision N° 1298/2008/EC) continues and extends the scope of the activities already launched during the first phase (2004-2008)of the programme. It now includes the Erasmus Mundus External Cooperation Window scheme, which was launched in 2006 as a complement to the original programme. In addition, the Programme integrates cooperation activities with Industrialised Countries.

Erasmus Mundus 2009-2013 is implemented through of the following actions:

Action 1: Erasmus Mundus joint programmes of outstanding quality at masters (Action 1 A) and doctoral (Action 1 B) levels including scholarships/fellowships to participate in these programmes;

Action 2: Erasmus Mundus Partnerships between European and Third Country higher education institutions including scholarships and fellowships for mobility at all academic levels;

Action 3: Promotion of European higher education through projects to enhance the attractiveness of Europe as an educational destination and a centre of excellence at world level.

The Programme Guide contains all the general information and the conditions on how to apply for funding. In addition, regular Calls for Proposals are published for the specific actions.

Students in higher education can receive scholarships for:

• Undergraduate studies (Action 2);
• Masters studies (Actions 1 and 2);
• Doctoral candidates can receive fellowships for:
• Doctoral studies (Actions 1 and 2);
• Post-doctoral studies (Action 2);
• Teachers and researchers can receive fellowships for:
• Teaching and research periods (Actions 1 and 2);
• Other academic staff can receive scholarships / fellowships under Actions 1 and 2

Students, doctoral candidates, teachers, researchers and other academic staff should address their applications directly to the selected Erasmus Mundus masters and doctoral programmes (Action 1) and to the selected Erasmus Mundus partnerships (Action 2), in accordance with the application conditions defined by the selected consortium/partnership

Scholarship amounts can vary according to the level of studies/teaching/research, their duration (3 months to 3 years) and the grantee's nationality (scholarships for non-EU individuals are higher than for EU individuals).
