Applications and enrollment at Tor Vergata University of Rome, as for all other public Italian universities, are regulated by the Ministry of University and Research (MUR) in accordance with the Ministry of the Interior and the Ministry of Foreign Affairs.

Use of Agencies and Recruiters
Tor Vergata University of Rome does not make use of agencies or recruiters based abroad for the admission of international students.

The University of Rome Tor Vergata adopts the following methods and requires the following documentation, depending on the specific cases, to assess whether the foreign qualification obtained is eligible for university enrollment in Italy.
ACCESS TO THREE-YEAR DEGREES AND SINGLE-CYCLE MASTER'S DEGREES.
Minimum requirement for access to three-year or single-cycle courses is the holding of a final secondary school diploma recognized as eligible according to Italian law and the regulations established by the Italian Ministry.
The qualification must be obtained at the end of a school period equal to at least 12 years of schooling and allow access at the universities of the country where the qualification was obtained (or of the country of reference of the educational system) to a course similar to the one in which the student wants to enroll in Italy.
In the case of academic aptitude tests required for university entrance in the country where the high-school diploma was obtained (e.g., the Gao Kao in China), it is mandatory to pass this test as well.
If the qualification was obtained at the end of a schooling course of less than 12 years' duration, it is necessary to submit, in addition to the original secondary school diploma, the academic certification that all the required examinations have been passed:
- for the first year of university studies, in the case of an 11-year local school system;
- for the first two years of university studies, in the case of a 10-year local school system.
The following may also be accepted as supplementary to the course:
- final qualifications from post-secondary studies obtained at non-university colleges and from subjects related to the chosen course;
- certifications from Italian universities attesting to the successful completion of “Foundation Year” courses.
The aforementioned additional and complementary certifications to secondary school qualifications obtained with less than 12 years of schooling, allow in Italy only enrollment in the first academic year and may not be further evaluated for course-shortened enrollments in order to avoid double evaluation of the same qualifications.
Certificates of successful completion of propaedeutic courses can also be used in order to fill those additional requirements for entry to courses, and that are different from the years of schooling, but in any case they cannot remedy the absence of an “upper secondary school diploma or other qualification obtained abroad, recognized as suitable” (DM 270/2004 and DPR 212/2005).
PLEASE NOTE: In the event that a candidate for a course of study presents a foreign degree obtained against studies predominantly carried out in Italy, even partial recognition of that degree is subject to the accreditation procedure of the institution operating in Italy, in accordance with the provisions of Decree No. 214 of April 26, 2004, “Regulations on criteria and procedures for foreign institutions of higher education operating in Italy for the purpose of recognition of the degree they award (implementation of Article 4 of Law No. 148 of July 11, 2002),” 37 implementing Article VI.5 of the Lisbon Convention

In particular, please refer to Annex 1 and Annex 2 in case of a diploma from the U.S., the United Kingdom, a qualification issued by Ecclesiastical Institutions of Higher Education based in Italy approved by the Holy See, an Italian diploma awarded in frontier schools or Italian sections of foreign schools, an International Baccalaureate diploma, a diploma from the Republic of San Marino, a diploma awarded in foreign schools operating in Italy or European Schools.
To assess the eligibility and authenticity of the foreign qualification obtained for the purpose of university enrollment in Italy, the University of Rome Tor Vergata requires specific documentation according to the country where the qualification was obtained and the educational system to which the qualification belongs:
QUALIFICATIONS OF COUNTRIES THAT ARE SIGNATORIES TO THE LISBON CONVENTION*
- Final high-school diploma in original.
- High-school report cards.
- To verify the eligibility of the qualification, students holding qualifications issued by countries that are signatories to the Lisbon Convention may submit the ARDI Statement of Correspondence that can be downloaded free of charge from the ARDI database (check the list of countries and qualifications directly in the ARDI database) or the Declaration of Value issued by the Italian Embassy located in the territory of the country to which the educational system of the qualification belongs.
- For the verification of the authenticity of the qualification, students holding qualifications issued by countries that are signatories to the Lisbon Convention may submit either the CIMEA statement of Verification or the translation and legalization of the qualification by the Italian Diplomatic Representation located in the territory of the country to which the educational system of the qualification belongs. If the country where the qualification is obtained is a signatory to the Hague Convention (1961), instead of applying for legalization at the Italian Embassy, it is possible to have the Apostille affixed by the designated national authority.

Legalizations and Apostilles are accepted for signatures of:
• a Rector, Dean, administration office manager or other representative appointed by a university/school, declaring the award of the qualification
• a public official, often from the Ministry of Foreign Affairs, declaring that the signature of the Rector or other representative mentioned above is authentic
• a notary, declaring that an official appointed by the university/school signed the qualification in their presence
• a notary, declaring that they have checked the authenticity of the qualification/certificate.

QUALIFICATIONS OF COUNTRIES THAT ARE NOT SIGNATORIES TO THE LISBON CONVENTION

Exclusively in the event that the CIMEA cannot issue the Statement of Verification for the qualification or in the event that the student holds a previously issued CIMEA Statement of Comparability, its authenticity may be verified through translations and legalizations made by the Italian Embassy located in the territory of the country to which the educational system of the qualification belongs. if the country where the qualification is obtained is a signatory to the Hague Convention (1961), instead of applying for legalization at the Italian Embassy, it is possible to have the Apostille affixed by the designated national authority.

4. VISA Procedures
The pre-enrollment application on Universitaly is mandatory for all non-EU applicants not residing in Italy (including those holding a residence permit for other EU countries).
Mandatory documents to be uploaded during pre-enrollment procedures on Universitaly:
- Passport
- Photo
- Admission letter (if provided)
- High-school diploma (for enrollment in Bachelor’s Degree programmes) / Bachelor’s Degree + Transcript of exams (for enrollment in Master’s Degree programmes)

Please note: you are recommended to request the required documents for the pre-enrollment on Universitaly well in advance so that you can upload them within the set deadline . Your pre-enrollment will be approved by the University exclusively once the documents have been uploaded.
Once the University has approved your pre-enrollment on Universitaly you can take an appointment with the Italian Embassy/Consulate in order to carry out visa procedures.
If necessary, you can refer to other Italian embassies in third territories in order to carry out Visa procedures.

Pre-enrollment procedures on Universitaly and Study Visa are not required for Italian citizens, EU citizens, EU-equivalent citizens and non-EU citizens legally residing in Italy in possession of a foreign qualification;
EU-EQUIVALENT CITIZENS
Citizens of Norway, Iceland, Liechtenstein, the Swiss Confederation, the Republic of San Marino and the Holy See. Refugees and persons with subsidiary protection also have the same status, as well as personnel serving in foreign diplomatic missions and international organisations based in Italy- accredited with the Italian State or the Italian State or the Holy See-and their dependent family members (spouses and children only).
NON-EU CITIZENS LEGALLY RESIDING IN ITALY
Non-EU citizens regularly residing in Italy are non-EU citizens in possession of a one of the following residence permits:
- EU long-term residents
- for subordinate work; for self-employment
- for family reasons - for political asylum and subsidiary protection;
- for religious reasons;
- for special cases (art. 18, 18 bis and 22 paragraph 12-quater of Legislative Decree n° 286 of 25 July 1998);
- for calamities (Art. 20 bis of legislative decree n° 286 of 25 July 1998);
- for acts of particular civil value (Art. 42 bis of legislative decree n° 286 of 25 July 1998);
- for special protection (Art. 32, § 3 of Legislative Decree n° 25 of 28 January 2008).
- UK citizens with residence card (Art. 50 TEU; Art.18.4 EU-UK withdrawal agreement). While waiting for this document, UK nationals may present the certificate issued by the municipality of residence, which proves that they are registered as a civil servant by 31 December 2020;
- for temporary protection ( DPCM 28 March 2022 ).
This category also includes:
- non-EU citizens, regularly residing in Italy for at least a year and in possession of a secondary school qualification obtained in Italy, which gives access to the chosen course of study chosen (EU-equated students);
- non-EU citizens who have obtained a secondary school qualification in Italy that gives access to the chosen course of study and who hold a valid residence permit for study purposes;
- non-EU citizens enrolled in single courses at an Italian university, holders of a valid residence permit for study reasons, who intend to enrol in the following academic year in a course of study related to or resulting from the single courses they have passed, without returning to the Italian Embassy in their own country for a new pre-enrolment and a new visa.
NOTE THAT at least one single course must have been passed in order to enrol in a related or subsequent course of study.
